There is a potential gap in bridging the theory of change for the vulnerable communities such as at-risk youth. The purpose of this chapter is to offer the reliability and validity of the items being developed that measure the understanding of the Islamic values in building at-risk youth into agripreneur. This chapter develops a questionnaire and was sent to youth studying at selected agriculture vocational institutions in Malaysia. In order to establish the content validity, expert’s validation was conducted. Responses from 30 young people aged 17–29 years old were captured. Some ten experts have validated the questionnaires. Two theoretical constructs were developed in initial questionnaires with 20 items, while the other 80 items were designed for another four constructs. It was found that the overall scale validity index was 0.93. The questionnaire items were modified following the interviews with panel of expert. Some 83 items were taken as final and measure all constructs. The final model indicated that there are good-for-fit indices achieved. The Cronbach alphas were found to be 0.92. Questionnaire development and validation for the Agripreneur Insaniah Model was found to be valid and reliable.
