The growth of container handling in the maritime industry has led to rapid growth in the transport services sector. Transportation is one of the most important logistics activities for the movement of goods if needed by the customer. However, the encouraging growth of container volume has caused congestion and adversely affected truck access to the container terminal or storage area. Therefore, this study aims to determine the ranking of the congestion factors, as well as the stakeholders that mostly influence this issue through the Analytic Hierarchical Process (AHP) technique. In the AHP analysis, the shipping line (43%) represented the highest percentage which affected the congestion problems, and operational handling (34%) was the main contributor among the five factors. Finally, future studies can be carried out by taking into account the factors and stakeholders involved to minimize congestion problems.en_US
